我的理解是这样的：
per each 20mm of diameter or fraction thereof 红色部分是并列的，
翻译过来是：每20mm半径的圆形区域或者（这个圆形区内）其中的部分区域。
意思就是：即使元件表面直径小于20mm,也最多只能有一个最大尺寸的麻点。
如果是这样：The permissible number of maximum size digs shall be one per each 20mm of diameter on any single optical surface。
那么，就可以理解成：当元件面积小于20mm时，绝对不能存在最大尺寸的麻点。
